Freeze First, Reward Later Not An Option: Pyongyang

The diplomatic effort to secure North Korea's agreement to dismantle its nuclear weapons programs yesterday passed its first hurdle with the arrival of all delegates, including those of the Stalinist state, for six-nation talks. But China's Xinhua news agency also quoted the North's Foreign Ministry as saying Pyongyang would oppose any proposed freeze of its nuclear facilities before its demands for compensation are met.
